The Independent Media Commission was established by an Act of Parliament in 2000 and amended in 2006 and 2007 as an autonomous body for the regulation of mass media institutions and for other matters connected therewith. The Commission currently seeks to appoint an Executive Secretary.
REPORTS TO: THE CHAIRMAN
QUALIFICATION AND EXPERIENCE Applicants should have at least a first degree from a recognized University and a Post-graduate qualification in Human Resource Management or Public/Private Administration with at least five (5) years post qualification experience at a senior management level in a well established organization
RESPONSIBILITIES The Executive Secretary will have the under mentioned responsibilities:
1. Coordinate the implementation of the Board’s decisions, formulate agenda of meetings in consultation with the Chairman, attend meetings and maintain proper minute books and records and certify copies of minutes that have been signed by the Chairman and ensure that correct procedures are followed.
2. Assist the Board to effectively comply with the provisions of the IMC Act 2000 amended in 2006 and 2007.
3.Maintain statutory records and registers.
4.As Vote Controller, takes a keen interest in the work of the Accounts Division to ensure strict probity and accountability according to rules and regulations laid down by the Board.
5. Advise and assist the Chairpersons of Committees of the Board with respect to their duties and responsibilities in order to ensure compliance with obligations under the IMC Act 2000 amended in 2006 and 2007.
6.Maintain effective working relationship with media houses, the IMC’s partners and the public.
7. Ensure safe custody and proper use of the Board’s seal.
8.Ensure that the Board’s decisions are communicated promptly to respective parties in consultation with the Chairperson.
9.Liaise with the Legal Adviser and Auditors to ensure full compliance with all legal, audit and financial obligations.
10.Provide secretariat services to management.
11.Monitor and supervise the work of personnel employed in the Secretariat.
12. Perform any special assignment as delegated by the Board/Chairperson from time to time.
Candidates must be competent in the following areas:- - Strong organizational and leadership skills - High level of interpersonal skills - Sound knowledge of Human Resource Management - Good grasp of corporate governance - Outstanding written and oral communication skills and proven ability in the use of the English Language - Highly Computer literate.
